I was trying a simple CREATE VIEW which was falling over with SQL0901 rc
4266. The job log had CPF6968 from QDBCRTME 19747 to QSQCRTV 12216
Journal entry cannot be associated with file VIEWNAME.

After a bit of back and forth with support, we determined that starting
journalling on the base PF solved the problem. So the workaround is:

CREATE VIEW VIEWNAME as... - SQL0901
STRJRNPF BASEPF
CREATE VIEW VIEWNAME as... - View created
ENDJRNPF BASEPF
