observability is a concern for allowing a program to be re-created...

you can't re-create a pre v5r1 program without observability.

Since programs were recreated at v3r6? (CISC-->RISC) and again at v6.1...

You shouldn't have a program without a validation value.

As Mark said (and I implied)...that section of the docs is way out of date
;)

I'm not sure if observability is the concern here. Here's a snippet from
the security reference:

4. If you have any programs that were created before Version 1 Release 3,
use the CHGPGM command
with the FRCCRT parameter to create validation values for those programs.
At security level 40, the
system translates any program that is restored without a validation value.
This can add considerable
time to the restore process. See the topic "Validation of programs being
restored" on page 17 for more
information about program validation.

Subject: Re: Programs before v1r3?

Let's keep in mind that certain programs can be really old, like from V2R2
and still pass things from ANZOBJCVN and not need recompiling at newer
releases. As long as no one has removed "observability". The system can
then do it's magic on it and make it work on the latest OS. People used to
remove observability to keep the object size smaller or to make it harder
to reverse engineer and that genre. So these would not need to be
recompiled, recreated or anything like that.

If a program was created at V5R4 or higher (maybe even V5R3) it still
would retain enough information to be 'convertible' even if you did remove
observability.
