I think I may have figured it out. I realized that the terminal was not
detecting the keyboard, since the LED's wouldn't change when I hit caps
lock. I was using a USB keyboard plugged into a PS/2 adapter, I guess that
won't work (haha, I should have realized). I'm pretty sure that the system
IPL'd correctly, but the terminal is not starting fully because there is no
keyboard detected. So I have purchased an IBM 122-key keyboard from eBay, I
think that will solve the problem.
