I changed the SFTP to place the file on IFS.
CPYFRMIMPF works to copy the data from IFS to PF.
Can the CPYFRMIMPF be called from the WINSCP SFTP script?

3rd party package expecting the file in this library.
"3rd party package" is irrelevant. Are you saying you don't have any
control over the machine that you are depositing the data onto? What I mean
is: Is it YOUR i that you are putting the data onto, or is it someone
else's?
If it's your own, then you have plenty of options, including the ones I
mentioned previously.
