I'm using the QleActBndPgm API to dynamically "activate" service programs
at runtime from a NEP. However, I haven't been able to find an API to
"deactivate" them after a period of inactivity.

So far, the only technique I've come up with is to end the activation group
by "ending", then "restarting" the NEP.
