Notice the disk with the asterisk?  That is your load source disk.  This is the one the system looks for first when you IPL.
This size of this one disk (in your single lpar system with internal disk) must be at least 70GB.  Not 70GB free but 70GB total.  It must have "enough" free space to expand LIC.
