I do not have DSPATR(UL) in my specs. I wonder if that's the difference.
TBH, the DDS reference on this is a bit confusing. It also mentions this:
"Note: If DSPATR(UL) is specified for a field, the CHGINPDFT keyword cannot
control underlining for that field." Perhaps it works for you because you
condition the DSPATR(UL)? I dunno, but we both have something that works,
so we're good.

Well, it doesn't do that to me. I have the following that has
been in use for years and it works perfectly. When 41 is on the field is
unprotected and underlined. WHen 41 is off, the field is protected with
no underline. But, I'm glad you got what you wanted.
