I think we will first try to do the following via runrmtcmd.

* net start "<service>"*

Create a background job and submit it to batch at something like priority
55, let it run forever and have it wake up every 30 minutes and submit the
command. From what I've gathered if the service is already running it won't
hurt anything to resubmit the request.
