I tried to find information at Curbstone's site about this.
The closest thing I can find is a letter from the NRF (National Retail
Foundation) to the FTC saying PCI-DSS should not be accepted as an
independent standards setting agency. IDK if this is a "read between the
lines" thing saying that these standards are serious, being implemented,
and are requiring change. Therefore they are being fought by some who
don't want to upgrade.
I don't think David's going to beat this Goliath. If you do, are you
willing to bet your business on that?
I suggest you contact Curbstone directly to find this out.

Occasionally some dates may shift with PCI. But even these may differ
