If you want *all then you have to
WRKUSRPRF USRPRF(*ALL)
For DSPUSRPRF you have to be specific with the user

Check on the user class and Special Authority, If the user class is QSECOFR
and the Special authority is at least have *SECADM, *ALLOBJ, it should show
(only show) all users If you want to change all user then it better have
UserClass ==> *SECOFR SPECIALAUTHORITY ==> *ALLOBJ, *AUDIT, *IOSYSCFG,
*JOBCTL, *SAVSYS, *SECADM, *SERVICE, *SPLCTL
