You don't have to upload the file encrypted.

The following scenario is not perfect, but probably practical in all but
the most challenging environments.

   1. Encrypt file on IBM i.
   2. Save onetime key on IBM i.
   3. Transmit encrypted file to PC.
   4. Write a script on the PC that takes a filename and a key and decrypts
   the file, then transmits it via your bank partner's software.
   5. At transmit time, trigger the transmit by a remote command from the
   IBM i which invokes the script providing filename and key.
