Look for a Listen line, such as
Listen 10.17.6.33:2001

Of course, you can check that file before killing HTTP

What is he trying to do?
He is trying to get to the web-based administration page. In order for
that to work, the admin web server needs to be running:

STRTCPSVR SERVER(*HTTP)
HTTPSVR(*ADMIN)

His instruction to STRTCPSVR *HTTP might not work if your system is not
configured to start the admin web server, which is why I'm suggesting
being explicit about starting it.

I haven't seen that particular error before; it might indicate that HTTP
PTFs need to be put on. Check the job logs to see if there are errors
starting *ADMIN.
