Notice, no authorization list is supplied to that particular object?
Notice also that if TOM tries to delete deleteme.txt he cannot because
*PUBLIC does not have object existence authority? Even though TOM is in
that authorization list?

There are some commands with a hack in them to help with this crippling
limitation. For example
the CPY command as the AUT(*INDIR) parameter
CPY OBJ('/fromdir/fromfile') TOOBJ('/todir/tofile') AUT(*INDIR)
