The save that was done did not use SAVLIB(*NONSYS), therefore the file is
not there.
My guess is whoever did the save used *ALLUSR after doing a SAVSYS, then
SAVLIB *IBM, then SAVLIB(*ALLUSR)
If you display the tape with SAVRST you should be able to see the options
based on the files that are there.

Which could be the problem ?
