If you could pack these two business functions into a single program,
the DDS DRAWER() keyword would do exactly what you want. Pull invoices
from one drawer, statements from another. If separator pages are
desired, they can come from a third drawer.

An alternative is to slightly alter the printing programs to print
papers for exactly one customer. They get called by a driver that feeds
customer numbers one by one:
CALL DRIVER
FETCH NEXT CUSTOMER
CALL STATEMENT (customerID)
write DRAWER1
...
CALL INVOICE (customerID)
write DRAWER2
...
