I forget which release added this function where you had to have *ALLOBJ
to look at the joblog with *ALLOBJ. I knew of the change and the
CHGFCNUSG FCNID(QIBM_ACCESS_ALLOBJ_JOBLOG) USER(USRNAME) USAGE(*ALLOWED)
workaround. Dragging your feet implementing it can be an attempt to
reduce the number of jobs running under some profile with *ALLOBJ.

But, yes, if you find that CHGFCNUSG not flexible enough then you get into
the whole adopting authority scheme.
