The test worked for me:

QSH CMD('ls -la')
end:

Then...
SBMJOB CMD(CALL PGM(QSH_TEST) PARM(Y)) JOB(QSH_TEST)
results in no output

SBMJOB CMD(CALL PGM(QSH_TEST) PARM(N)) JOB(QSH_TEST)
results gives a spooled file with QSH output of "ls -la" for current directory
