We are consuming. We use Scott's HTTPS service program to connect to a third party. Brad, does your GETURI use IBM ciphers or can we install some sort of OPENSSL to bypass?

I am not the most web literate fellow out there but is your 6.1 system
trying to consume, or serve up?
Ideally you would upgrade to 7.2 or higher to get the better ciphers.
An alternative may be to use software which does not rely upon IBM
supplied ciphers. GoAnywhere is one such example.
