My mistake, Paul's right , SAVRSTOBJ with TGTRLS(V7R1M0) does NOT work.

(turns out I did change CRTRPGXX CMDs to use TGTRLS(*PRV) but have
forgotten it)

Apologies for misleading.

Will that work? I'd expect that the programs will already be compiled
with v7r3 in mind. Saving them and saying 'TGTRLS(v7r1)' won't change the
fact that the programs are already locked to v7r3...

FWIW

Instead of changing the default TGTRLS of many CMDs just change the default
TGTRLS of SAVRSTOBJ and SAVRSTLIB on the Dev LPAR
and use these two CMDs to transfer PGMs to the other LPAR
