In the help there is a section called "Restrictions on key remapping".
This is where you get stuff like due to Java limitations the right and
left control keys cannot be mapped independently. In that same section
(this is where it's not really intuitively obvious) there is a line like
"Duplicate key support does not affect keys used as modifiers. If you use
Ctrl, Alt, Shift or Meta in combination with another key, then no key
location is processed with regard to the modifier." Now, perhaps this
also means that, due to some technical reason, they do not allow a simple
hold on Ctrl to be repeating. Perhaps the logic there is that someone may
be doing a multikey function (like shift-ctrl-X or some such thing) and
they don't want a repetition to start while they are still looking for the
X key. Kind of guessing here.
This may be a time for you to adapt to the defaults of iACS so that you
can easily see what your users are using for New Line instead of mapping
it to something you are used to. Just a suggestion. Helps you when you
do remote desktop or walk to their PC and wonder why their New Line isn't
working and you have to remember the combination that is used by iACS by
default.
