You need to review the restore job log to see what has happened.

I have a number of questions but chief among them is whether QS36F is a
system library or not and when and how that library got restored.

Is this a test of a migration procedure or are you planning on using this
LPAR in anger ?

Format INTRST01 not found in file INTRST in QS36F.

The file INTRST is there. What magic button have I forgotten to push in
restoring that this file has lost its connection with its format?
