Expand Servers
Select TCP/IP Servers (NOT TCP/IP Configuration)
Checkbox Management Central

From the actions drop down select Properties.

Turn off "Start when TCP/IP is started"

There is no CHGMGTCA

With newer versions of IBM i they moved autostart out of one central file
into various files scattered hither and yon in WRKLNK.
