The only issue is, as others have said, you have to license each core you
plan to use for IBM-i.

My understanding is that the IBM i per core fee no longer applies. I
believe it was changed to a per processor fee on on Power 9. And the per
processor fee amount is about the same as the per core fee amount on
earlier systems.
