I understand when things are tight, we were there some years ago. Turn in
an expense report and they'd sit on it for 90 days (just like any other
vendor).
Now things are all back in order.
Sometimes though people just need to ask. They may be afraid to ask after
having struggled through the lean times. They may be afraid to ask after
a bad experience in which they didn't prepare well before making their
case to management (or just hit them on a bad day).
I've had coworkers concerned about asking for this utility or that
utility. And, really some of them were what I considered "chump change".
I've always felt one should make your case and try.

How did that tweet go that I received earlier today? You never hit the
ball you didn't swing at. Or was it: You never make the shot you didn't
take.
I still recall cheering at a basketball game because my son actually took
a shot. I didn't care if he made it, I was happy just to see him try.
