In place of a base install from CD, I would be more inclined to fully
save(save 21) the current system and use those tapes to do a scratch
install of the OS and Licensed programs.
Doing so would let you install with all the same PTF's applied(bonus)
and the option to restore any dev libraries at a later time, as needed)

I do not recall the specifics about license keys but you should figure
out if any are needed BEFORE starting.

able to provide it. Our representative advised me to find CDs by myself

that i should ask here. I asked several resellers but they can't
understand
i need only the discs and not the licenses as our machines are already
licensed.
So if someone is able to retrieve old copies of the operating system
installation CDs, it would be very helpful for us. We need V4R5 and V4R4
(need to confirm exactly the installed versions).
