I live in Venezuela and, about ten years ago, the president decided that it
was better to set back our clocks by 30 minutes, going from -04:00GMT to
-04:30GMT, so I had to create a new *TIMZON object. Fast forward some years
and his succesor (same party, "left" in place by the former president, who
died while in office) decided that the "objectives had been accomplished"
and returned us to the -04:00GMT time zone.

The only thing I can say about all that rigmarole is that we don't have to
use, fortunately, DST.
