Yes, if the IBM SMTP server couldn't deliver to the mail relay, it should
have been queued and attempted to resend.

I would get IBM on the horn. Probably not much they can do after the
fact. But maybe there is a log somewhere that will show what the IBM SMTP
server though happened to those emails.

Not during the outage this past weekend. Our firewall had a hardware
failure so we were completely cut off from the outside world. At one point
when the new firewall was mostly configured I could ping the external mail
server, but couldn't telnet to port 25. Connectivity to the external mail
server was restored around mid-day Saturday. With such a network issue,
outgoing mail should have been queued up and sent out once connectivity was
restored. But that doesn't appear to have happened.
