I thought CHGSYSLIBL will change it for the entire system? We only
needed to add/remove for a job.

Change System Library List - Help
The Change System Library List (CHGSYSLIBL) command changes the
system portion of the library list for the current thread. You can
specify if the library is added to the beginning of the system
portion of the library list, or removed from the system portion of
the library list.

For JDBC/ODBC connections we are thinking to write some database exit
programs to do the same but was wondering if there is a better/easy way
SBS level, meaning whenever a user makes a connection they will beassigned
a different SBS and in that subsystem we can have a different SYSLIBL.jobs

USRLIBL is what you'll have to use. Or set up a job description for
wholein that subsystem.
Now, if you want to spin up a new partition of IBM i and have the
midrange-l@xxxxxxxxxxxxsubsystem run in that, that is a different story.
