If you go through all that effort then I would change QSYSLIBL back to
shipped defaults, which is:
QSYS
QSYS2
QHLPSYS
QUSRSYS

Do not put QTEMP in it. That should be part of QUSRLIBL, and it should be
at the very end. Except in very limited test only cases. Most QTEMP
access should be by OVRDBF pointing to QTEMP.
