They never have been, even in the S/38 days.

Third party products are easy, since they typically store their message
files in their own libraries, not in the IBM libraries. The vendors should
be able to point you in the right direction.

I constantly find myself manually searching all libraries and message files,
to find the desired message.
3rd party products are the worst.
