It depends mainly of the application... 
I was part of the implementation for one customer using locally written 
software
HTTP load balancer
Power HA IBM i Cluster with 2 nodes and one switchable IASP replicated 
with geographic mirroring  containing the DB 
Websphere ND application server  (the primary node access the DB locally , 
the secondary node access the DB remotely) 
legacy RPG applications accessing local PF/LF or DDM Files
SQLRPG accessing local or remote DB
local and remote data queues an data areas... 
Switchover can be planned for system maintenance...  without disruption
In case of HW problem on the primary node, the fail-over is done in less 
than 10 minutes...   (tested 2X/year but in 10+ years we only experienced 
one failure on the secondary...) 
so yes it's feasible...  but should be carefully evaluated for 3rd party 
software...

There are any number of devices out there that will do load balancing of 
traffic inbound to the partitions. Some are not even expensive. The 
challenge of course is the IBM i side. How do you let 'bob' do 
transactions on one system while 'sue' does transactions on the other 
system and keep them in sync?
THAT's a challenge!!
Seems like something big would need to be changed at the database level.

I've heard of one vendor now offering this.
With this solution, there is no failover.
Two (or more) LPARs share the active load.
If one LPAR goes down for maintenance, (planned or unplanned)  the other 
LPAR continues to keep all apps running.
Not all applications (IBM and/or 3rd party) may support this, however?
