Tried at least 6 different computers in four different cities, four different operating systems or version, four different browsers. I can state with fact Nothing is blocked from most of them because I own and manage the firewalls.

I also cannot get to things like the ACS download page so I'm starting to suspect that IBM doesn't like me any more.
