So today, as I am shutting down my laptop I have 3 options for shutdown:
1. Sleep

! I can't believe it!
Now I go to services.msc and check the settings on Windows Update:
Windows Update is 'Running'; Startup Type is 'Disabled'
So how can Windows Update be running if the startup type is 'Disabled'?
Unbelievable!

This came from Microsoft tech support when I lambasted them for dumping my work since their "AI" (ahem) felt my machine wasn't being used and it was safe to reboot it. Let's just say: "I disagreed."

To truly disable Windows updates on Windows 10 =========================================================================
Run gpedit in a command line or start/run.
Under Computer Configuration:
Expand Administrative templates
Expand Windows Components
Click on Windows Update
Make the following three changes:
"Configure Automatic Updates" - Set to Disabled
"Configure Auto-restart required notification for updates" - Set to Enabled
"Turn off auto-restart notifications for update installations" - Set to Enabled
Close gpedit.
Now run services.msc in a command line or start/run.
Locate "Windows Update"
Set the Start Type to "Disabled"
Also "Stop" the service
Reboot.
When you want to do updates? You must restart the Windows Update Service then do the updates and when done disable again. Personally I would probably check those three settings above as well after any updates!!

No you have to follow all those settings I sent you. Disabling services and changing policies and sprinkling eye of nute and toe of toad dust on your Ethernet connection.
In the standard control panel you cannot turn it off.
