What is the process to get YUM to "see" all the packages installed via
the LPP process?

I don't think there is one. There is also not much need for this. I
believe everything that had been offered via LPP is now superseded by
something offered via yum. The open source LPP is officially
deprecated.

If for whatever reason you absolutely must stick to something from the
LPP, and still want to use yum for other things, then I think it's
basically on you to manage the separate paths.
