For this use case the idea is to capture table changes relatively real-time to send to another application off-platform for reporting purposes.
V7R3 is fine.
So should I familiarize with temporal tables as a valid use -case for capturing changes ?

No, you can set up temporal tables on existing applications. Just requires a few steps and of course journaling.
Reasonably easy and if that solves the business requirement, then that is the way I would go.
