So it sounds like IBM is just as confused as I am. So there server's still there, and presumably supported, but there's no UI? I wonder if it has some back-end functionality for IBMi?

on the pulldown for "Change version or product". Pick 7.3. You'll get a "no match, want to go to the home for 7.3?"
And whomever wrote the " IBM i 7.3 Recommended Fixes - Management Central" page at http://www-01.ibm.com/support/docview.wss?uid=nas8N1021942 needs to put the hookah down for a little while as if I tried to " In addition to the above PTFs, the recommendation is to apply the latest V7R1 Cumulative, HIPER, DB2 and Java Group PTFs."
on my 7.3 machine it might get violently ill.
I do miss the PTF compare across systems.
