Nothing on a remote system (PC) would affect it.

Check to be sure that either DNS or the host table have the system name and IP address in it.   I like the host table for that entry since things start nicer if the DNS server is either misconfigured or not responding for some reason.  You might have a look at the RDB entries while your at it to be sure it can find DB2.
