It is assuming years 19 and 20 are a century and the year part was dropped.

The PTFs you are after should be

MF65215 for i 7.3
MF65214 for i 7.2 (Requires TR9)
MF65228 for i 7.1 (Requires TR11)

This is a known bug. Put in 2018 for the year in the From and 2028 for the
to. I think that is what our service rep did.
