"STRSST, 1. Start a service tool, 7. Hardware service manager, 4. Failed
and non-reporting hardware resources"

Did not show any failed power-suppies. does that mean everything is okay.
the problem was on 01/20/2019 so nearly 2 month ago.

Assuming you have redundant power supplies one could walk into the DC and
pull the plug on one.
Some places to check afterwards include:
WRKPRB
STRSST, 1. Start a service tool, 1. Product activity log
STRSST, 1. Start a service tool, 7. Hardware service manager, 4. Failed
and non-reporting hardware resources

Not really the answer to what you asked, I understand.
