Good suggestion.
We got tired of dealing with this and simply purge off all spool files
over 90 days. No exceptions.
Been doing this for years. Small grumbling at first but people adapt.

There is no doubt some SQL function that you can use. One other option is
our SPLTOOL software (www.bvstools.com/spltool.html) has a FREE
option/command named List Spooled File Attributes (SPLATT).
This command can be used to build a PF based on any selection criteria you
want, including user. So, you could use it to list all spooled files on
the system, then sql/count using user id as the level break.
