So I think in summary:
1 - Some people reported issues they had when using QPWDLVL 2 instead of 3, while others did not.
2 - We still had to go to QPWDLVL 3 because audit scanning software was able to tell we had weak lan manager passwords and we could not pass the audit at level 2 but passed with flying colors at level 3.

No, SMB 2 is running. 7.1 only had SMB 1, so it used that for everything. When we moved to 7.3, SMB 2 became the default, and that's when the issues started. I'd guess that had we disabled SMB 2, we could have continued at QPWDLVL 0.
