The entry edition is $229, and I'll bet that has most of what you need, with the caveat that it might not be 100% i aware. Library lists on connections in particular are generally unknown outside of the IBM midrange world. In any case, Sparx offers a free trial that will allow you to compare the various editions for 30 days.

Have a look at Enterprise Architect from Sparx Systems. It's significantly more than a DB tool, but the DB tools are excellent. ERDs and it understands DB2 well. It does cost some money but I've used it for years for UML modeling as well.
