With my IBM i partitions, if I try to move tape controllers from one LPAR to
another via the HMC web GUI, or HMC command line with the chhwres command it
tells me I need to establish an RMC connection before I can do that.

I couldn't agree more. Due to a mix-up with the renewal after our initial
three year maintenance contract only hardware support was renewed. We've
been trying to get software support back in place, but the A/P department
keeps finding reasons to neglect to pay the invoice. It's probably going
to
take us getting into a situation where we need software support to force
the
issue. This may be that situation. Since we can't move the tape library
controllers from one LPAR to another we can only run backups on the LPAR
they're currently on. And, the LPAR the A/P department uses for their day
to day work isn't the LPAR they're on at the moment. That will give is
some
negotiating power.
