Not sure how you would define Text-Len in OPM (DEC 3 0)
but this should be translateable from COBOL:

01 Text-Value pic x(50) value spaces.
01 Text-Len pic s9(5) value 50 comp-3.
01 Table-Name pic x(10) value 'QCASE256 '.


Call 'QDCXLATE' In library 'QSYS'
Using Text-Len

There is, of course, a very easy way to monocase a character string in
RPG: just use an XLATE statement or %XLATE function call.

But I can't remember whether there's anything analogous that can be used
in an OPM CL program. Does anybody know of anything?

It seems that I'm retrieving a value from a data area, and on a number
of occasions, I've made typos when manually setting the value of that
data area, using lowercase instead of uppercase.
