James, so how does an end user connect a http browser to port 8080?
Do they have to specify 8080 on their URL? Or is it common practice
to override http to listen on port 80?

Assuming there is no other way to avoid a collision with another server, or some other overriding reason to use 8080 or 8443, the URL would take the form:

http://foo.bar.example:8080/frobozz/index.html
or https://foo.bar.example:8443/frobozz/index.html

Or whatever other port number is assigned.

And port number reassignment can also happen in the front-end.
