1 - Don't get them started with System i Navigator as that won't run (or at least isn't supported) on Windows 10. Instead use iACS. Why throw them through multiple changes?
2 - I'm more of a fan of securing your data instead of trying to find every possible way that users can access your data and trying to secure those by playing whack-a-mole. See the following:

3 - Don't fear users using iACS, embrace users using iACS. Show them the productivity of looking at their spool files, converting them to PDF, and the myriad of other things they can do.
