Is this HMC or LAN console managed?

Are the fiber adapters on the POWER9 assigned as required to the LPAR Profile?

I've created the host with, correlated the disks, and tried with
80/100/200GB volumes. V5010E shows link on the host side. Have tried
with V7R3 on tape and USB, all with no luck.
