No, IBM says to set that environment variable to disable local delivery and
send all mail to the forwarding mailhub server. When set, no DNS queries
will be performed for the mail recipients. If the forwarding mailhub server
SMTP attribute points to a host name, a DNS query would be used to look up
its address, unless there's a host table entry for the forwarding mailhub
server's host name.
