The firewall could be located at the 'far end' of their Internet 
connection. As a consequence they are using a larger unit and 
effectively leasing that fraction.

Nice part of the service is they never need to replace or upgrade or 
reboot or keep it powered etc. It's also exceptionally likely that it 
will be heavily monitored in that environment.
