Embedded SQL is supported in RPG since 1988 (the introduction of the
AS/400)!
I've written my first embedded SQL Programs in 1992 on Release V2R3M0.

You never needed C+, before release V5R1 you needed the C compiler for
generating embedded SQL programs. Since Release V5R1 it is included.
For running embedded SQL programs you do not need any SQL on the machine,
because the SQL code is converted at compile time into API calls and the
APIs are available at runtime.
